I almost won the Congressional Order of Merit, called by some winners of the award as the "most coveted civilian honor." For weeks, via repeated phone calls I had been courted by the office of Congressman Tom Cole, (R) Oklahoma, chairman of National Republican Congressional Committee (NRCC) . The slogan of the NRCC is "Building A Lasting Majority" (Wikipedia) and its job is to get Republicans elected to Congress.
The phone message on my machine from the NRCC office said that the Congressman wanted to "recognize me with their highest honor, the Congressional Order of Merit." It was given to those few select people "in recognition of their undying commitment, patriotic loyalty, and dedication to service to ... the United States of America."
Who could resist? Pictures of a great award ceremony danced in my head.
So I called back and talked to a staffer. She said the Congressman wanted me to represent small businessman in my state. She had me listen to a pre-recorded message, in which Cong. Cole sought my help to stop Nancy Pelosi from ruining small businesses like mine. And he wanted to add my name to an advisory committee. Nothing else more would be needed. Just my name, and the Award of Merit would be mine. And I'd get to attend a coveted, big time Congressional banquet.
I informed the staffer that as a journalist who covered congress, that joining a political committee would be a conflict of interest. So I couldn't do it. She thanked me for my consideration and prepared to say good-bye. I interrupted to ask: "Does that mean I don't get the Order of Merit?"
"You don't," she said. "Only those who join our committee."
Perhaps Groucho was right, about any exclusive club that wanted him as a member.
Interesting, I just took a call on behalf of my boss. Cole's office (with lots of background call-center noise) called and is extending the outreach towards my boss. Guess your slot could be filled by a staunch Democrat?

Got the same phone call. Visited the website, http://www.businessadvisorycouncil.org/bac_contents/membership/. This thing is self-perpetuating, as most of they money you contribute goes into dialing-for-dollars. Here is a quote: "We will spend in excess of $3.6 million recruiting broadbased support, and an additional $2.5 million in advertising. Most of these funds must come from our members."

Republicans deceitful or only telling half truths? How could that be? I too received a phone message for the merit of honor award, glad I looked it up on the web! I am thrilled they are worried about anything Nancy Pelosi or Hillary Clinton for that matter are up to! They should be concerned because it is TIME FOR A CHANGE in the makeup of power in this country.

Well it is August and Congressman Cole is still trying to get his hands on some cold cash from hard working US citizens. Our small business just received a call and fax from "Ayleen Call" that we should finalize my husband's selection by calling their toll free number. I think that Karma will get Congressman Cole.

I am a 45 yr old former Republican disabled housewife with a tiny craft business on the Olympic Peninsula. I just got the call from Mr. Cole's office here in WA....so they don't discriminate in terms of having to be one of HIS constituents by any means. It's a nationwide effort. The things I've accomplished in my life...well, I don't need a congressional merit recognition for them. I have saved the recording however. I just came home from committee work at the National Academy of Sciences to a similar message and immediately looked this up on the internet. Interesting that I would find you and your experience as one of the first clues of what may be ahead if I call. This doesn't seem like a very ethical practice by one of our esteemed congressmen. I might just call now to see what they say.

I just got the same call - the caller ID said "Out of Area" so I was already suspicious. Tina told me that they wanted to award me with the COM and wanted my fax number, I declined said go ahead and email me, she declined, so she asked me to reconsider and gave me her 888 number. Sounds like a scam to me.

Oh dear! I too have received a phone call from a member of Tom Cole's staff. She says, "We want to recognize (you) with our highest honor, the Congressional Order of Merit." So I had images of trips to Washington and national banquets dancing in my head but also wondered what I had done to deserve such an honor. And yes, here I am looking thing up on the internet before I call them back. My bubble has been popped, I'm afraid... LOL!!! However, interestingly, she called me very early this morning at 7:15, before I had even gotten out of bed. Perhaps she has to call everyone in America today? I received the same call this morning so I was intrigued and called the number back. I had to listen to this long phone call about how Nancy Pelosi is going to destroy the world and how she has to be stopped.
The rep then advised that it was as simple as filling out surveys about how I thought money should be spent, yada yada yada....
I then asked what the hitch was.
The hitch... a $500 donation to his campaign. I told the lady that I was not interested and she asked "What about a $200 or $300"? I still said I would not be in a position to do that. Her tune changed and she directed me to this link.

I too received this call and like all of the above, I wondered what I had done to deserve such an Honor from the Republican National Committee, Since I am a registered Democrat from the state of Oklahoma, and have voted for the person that I thought would do the job, and not the party..

I just received the same phone call you did, which is why I did a search to see what the Congressional Order of Merit actually is. After a few questions to my phone bank caller, I established that the Congressional Order of Merit has nothing to do with Congress or the United States Government in any way. It is entirely a creature of the NRCC.
Since I declined to join select committee (as the sole represenative from Vermont according to my caller!), I too will not be receiving this coveted highest civilian honor. (She used the same script as your caller, apparently.)
Is it just me or does anyone else think it smacks of fraud to call something "Congressional" which isn't?

Yeah, I just got home from breakfast and was at my computer working (ok, playing a game) when the phone rang. The number came up as "private" so I didn't answer and one of Cole's staffers left a message about the COM and wanting to recognize me for my "great contributions" over the years. I voted in a Republican primary once, in 2000, and I voted against Bush. The only political money I've ever given was to a city councilman I know and a friend who ran for judge. Needless to say, I was suspicious and Googled the COM. What's most irritating to me is that they called at 8:30am. Even though I've been up since 5:00, calling before 9:00 is just rude.

Yup me too. Same deal. Called back, googled it and hung up before I could speak with 'assistant'. It feels weird to have to join something to be honored... I am a republican, but don't agree with this sort of 'marketing'. I only wish the Federal No Call ban included political and other non-profit marketing too.

I also received a message this morning on my business phone, googled, and thank you everyone. Tom DeLay did the same thing to us a year or so ago. We are registered as independent voters, so guess who we are voting against next time. By the way, I called their number and lambasted the woman who answered for being associated with such a sleazy operation. I suggest you all do the same. Grass roots pressure works.

Folks, I have received this phone solicitation no less than five times, at my place of work. I am a small business owner, so I assumed that this distinction must somehow make me a likely NRCC supporter. But, really, they need to work on their list. I have been a registered Democrat for 14 years, and have surely never done anything of merit in the eyes of the NRCC. It's becoming a big joke around the office now. It is certainly a waste of my staff's time to answer the calls and I think it's an insane waste of resources on the part of the NRCC. They can't be raising that much money - maybe it's really an effort to smear Nancy Pelosi?

I'm a gay libertarian who owns an Internet business, and I too have been getting these calls for a while. An award from the NRCC is the last thing I'd want. They even said I could "dine" with the president. Oh, what a privilege!

This is too funny. They called the office where I work looking for my boss. I gave the woman on the phone the third degree and she got a little nervous. She did cop to the fact that he prepresents the 3rd Congressional District in OK. Sadly though she copped to the wrong fact. My research seems to indicate he reps the 4th dist, oops. My favorite part of this story though is my boss is is a flaming democrat. sometimes I wonder about being a republican.

Imagine the honor of being called directly by caller ID "Unknown" number "Unknown" - it just fills my heart with pride... no, wait, I think it's not pride... yep, it's just indigestion. I called back with all of the same stuff being said to me...but I was quickly hung up on when I happily stated to the woman that " I am a Democrat, can I still have the award?".... it's funny how quickly she told me goodbye.
I guess all of my wonderful community activities that garnered me such a prestigious award are quickly forgotten because of my political connections...oh well. :-)

Well, I must admit that you busted my bubble - actually I am just sad that this is a blatant scam. However, I am appreciative that everyone is sharing their story about this. We just received, tonight, the same phone call. My wife is the owner of our home business and thus she was the recipient of this coveted award! I did screen the call and was blunt in saying that I wanted to know that this was legitimate. Ms. Rodrigez was our initial caller but was not available when I called back. I thought that weird since I have been personally appointed to North Carolina Commissions and there is always a primary contact for such work... not a team of callers. But, I forced my wife to call them as I thought we might have an opportunity to participate in shaping national policy. Yeah, right! As you have all shared, she was asked to sign on to a newspaper article supporting Bush's tax cuts and bashing Pelosi. We would have gladly participated in a committee as long as we had a "voice" in the process... but not in bashing an supporting blindly. As for the award, well... they assured me, when I called back, that my wife would still receive the award in the mail. I plan to post a photo of her receiving it as soon as it arrives in the mail. Hey - I got the call about a week ago. I smelled scam and didn't bother to call them back. I figured there were two possibilities: one, that it was just a financial scam (I'd never heard of this "award," didn't know who Senator Cole was, seeing how I'm a lefty and live in California) and two, that it was a legit thing, but intended to get good people like me (I'm an independant science educator) to hold up to the world as examples of the "Republican Ideal" or some such kerflooey.
Judging from the responses above, looks like it's a combination of both - unbelievable. I mean I literally cannot believe the depths that the right will sink to. It's like that old gambit (you've been selected for a free grand prize, if you buy this!) but plus with the nasty anti-Pelosi stuff thrown in.
I am guessing I know how they are getting the list: I had JUST registered my DBA for my Captain Leslie's Science small business when the call came in. Guess the government shares info...

I just got a similar message on my voicemail. I figured I was probably going to get hit up for a donation to help save Republican congressional seats, but I just had to return the call, if for no other reason than to get that award so I could have a good laugh over it with all my other bleeding heart liberal friends. Kathy, the woman who called me, was not available, but the woman who answered the phone said she would be happy to help me with getting my award. She asked me to listen to a recorded message from Representative Cole, and told me she would then answer any questions I may have. I am sure Mr. Cole would have wanted to talk to me personally, but he was probably doing other very important congressional things. Anyway, I listened to the message and learned that, among other nasty offenses, Nancy Pelosi thinks I am rich and that I don't pay my fair share of taxes. Apparently, that woman is out to destroy the very fabric of our democracy... or at least to raise the minimum wage from shameful to merely pathetic.
When the message was over, I was told that Mr. Cole wanted me to "represent Florida" on a business advistory committee, and asked if I would be willing. I told her that I would not, and that I thought it was funniest thing in the world that they would ask me, as I am the last person that any Republican committee would want to have giving them advice. She asked, "You aren't a Republican?" and when I said that I was not, she seemed truly surprised. I wondered if that was because I was somehow placed on a list of Republicans, or if they had assumed that business owners would naturally be Republicans. I forgot to ask her, and this still puzzles me.
When I told her I was not a Republican, she apologized. I told her there was no need to apologize, as I was glad not to be a Republican.
Before I had a chance to hang up, she quickly rattled off a disclaimer about not representing any particular member of Congress (your mileage may vary; offer not valid in Connecticut; the opinions expressed here do not represent the views of the management, etc).
I think I will call back to see if I can still get that award. I would be the envy of all my friends.

I just called back to see what they really wanted. The guy that answered the phone gave me the same sales pitch, word for word, that the first one did. I listened to the recorded message again, but this time I agreed to be on the advisory committee and asked what I needed to do. Sure enough, they hit me up for $500 to "sponsor" a full-page ad in the Wall Street Journal attacking Democrats in Congress. When I balked at the $500 donation, he starting ad-libbing and asked if he could put me down for a smaller donation. He told me how the Democrats were going after business owners like me, and wanted to repeal Bush's tax cuts and raise taxes on people making $500,000 or more. Business owner's like me??? $500,000??? I told him that I wish I made enough for the Democrats to raise my taxes!
I should have told him to just wait until Rupert Murdoch gets hold of the Journal, because then ads like that will probably be free.

Yes I also recieved the bad static message, Linda Ranklin, called back, got someone else, listen to the 1 minute message, than another person got on ,was offered order of merit, invitations to meetings in Washington, and how bad Nancy Pelosi agenda was for small business. I told them it sounds like a scam, why do you need a real estate apparaiser working at home? she denied it, she said go to the website, bla bla bla waste of time!

I object to the use of the term "congressional", as it implies that it is an award from "Congress"; i.e., bipartisan (or tri-partisan, considering the 2 Independents). It should be called the "REPUBLICAN Order of Merit." Why are they afraid to acknowledge themselves? I am sending a letter to my two Senators (one of whom is a Republican) and my Rep. to complain about this and to demand that it be changed to "truth in advertising".

While listening to the message, I thought that someone had finally reviewed the information I provided to each member of the US Senate Committee on Armed Services about the Ballistic Combat Uniform (Worn during my service in Iraq and designed to reduce the number of Americans being wounded and killed in combat).
Reality quickly set in as I realized that they just wanted my money. Don’t these folks have enough of our money already?
Never would I shame/dishonor myself by buying an award. The caller is probably getting paid minimum wage.

This is not the only way the RNCC uses "dirty tricks" and barely legal (and sometimes illegal) fundraising tactics:

Apparently they have even been "outed" by "60 Minutes"--here's another new episode (the COM) they can cover.
It's disturbing that the RNCC and the elected Representatives they support have so little faith in their political positions and powers of persuasion that they can't rest on their arguments alone to convince citizens that Republican politics are what the US needs. Instead they apparently have to "sell" and "spin" and even lie about their agenda based on their cynical belief that "there's a sucker born every minute." Is this what we want in our elected officials? Once they get elected, their job is to govern for the good of the country, not to spend their time on "building a lasting majority" for the Republican party, even if a Rep. (like Cole) is the Chair of the RNCC. This arrangement is too much like a conflict of interest, where "the good of the country" becomes "the good of the Republican Party," and political power is derived from The Party rather than from the people. It's too much like the Comintern of the Communist Party where you had to belong to "the Party" in order to get anything or to have access to power (see the comment on the Wikipedia page about the K Street Project and how the RNCC warned lobbyists to only contribute to Republicans or they would "lose favors" from the Republican elected officials).
Try googling on "Nomenklatura" to see the eye-popping parallels.
This is why the "Congressional Order of Merit" and the other practices by the RNCC is not just a bad joke or a temporary ethical lapse.

My first thought when I listened to the voice message that I am to receive this Congressional Order of Merit Highest Award was that maybe I had been nominated as a former Congressional Aide. My second thought was that if a Member of Congress wanted to give me an award, I would receive a letter, so anyone offedring an award over the phone must be selling something. Thank goodness for Google. Today, I will call them and tell them to send me the information in writing, on Congressional letterhead, or at least signed by the Member of Congress on Committee letterhead. If they send me a letter, I will then forward it to several Members of Congress with my letter requesting that they make some inquiries. I think if a fair number of other prospective victims of this scam follow suit, Congressman Cole will have some explaining to do.

Well, they have even made it down here to Mississippi too. I just started my own business after graduating college in May. My secretary received a phone call about this and wrote down the information. Thank God for Google. It is absolutely horrifying to know that instead of working hard to better the country and his state, Rep. Cole and the NRCC are embarassing themselves and the entire party. I am neither a Republican nor a Democrat. I vote for people based on their records and their beliefs. As a voter, thats all you can do. We can only hope that the good people of Oklahoma are aware of this fraud and will replace him the first chance they get. It probably still wont change anything, though, as the NRCC will just find some other patsy Rep. to front their medal peddling. Any award that costs money and is offered to anyone isnt an award, its a club membership, one that I will not be buying.

It appears that this "disease" is beginning to spread. I am in Virginia and have received the same telephone message that Congressman Cole is wishing to bestow upon me the Congressional Order of Merit. I thank everyone for their comments. I hope that all who receive this message do as I did, and search the web and discover what this is really about. I consider myself neither a republican nor a democrate, but simply an AMERICAN. It is unfortunate to what politics has done to our country and elected officials. Needless to say, I did not return the phone call.

I think it is really sad money can buy ANYTHING. When I got the call I was thinking had something to do with the 9/11 work I have done. But it was.... please send us money ($500) and we will put your name in the paper and send you a wooden hummer. I say save your money or spend it on your family,god know we are going to need it. Let them do what they do in D.C. just print some more, and leave our cash alone.

I received a voicemail message on Monday(09/24/07) from a John Amassi(?) with Congressman Tom Cole's office saying that they want to award me with a Congressional order of Merit. I though to myself, "Why?" and "Who are you?" So, before calling back, I decided to do some due diligence to see what this is all about. I am thankful for this blog! I have been reading what all of you have said and it is very consistent. So, needless to say, I will not return THAT call! Thanks to everyone for sharing...

Thanks for posting this. I'm from NC and just received "the call" this morning. After doing a search, I first came across the Wikipedia description (http://en.wikipedia.org/wiki/Congressional_Order_of_Merit) and from that alone, realized this wasn't something I wanted. One doesn't "buy" awards or honors and this, to me, is a very unsavory way to raise funds. On the other hand, after reading all of these comments, I also find it unsavory to name call and lump people all into one group. If I were to say all Democrats behaved in one way or another, I'd be just as much in error as so many of you who are lumping all Republicans into the same group. I am Republican, but vote for the person I believe will best represent my state or country. I don't vote straight down the party line... and I don't condone this type of deceptive fund-raising... regardless of which party is benefiting from it.

I received that call last week and was suspicious. This morning I got a call form someone saying that Senator John Ensign wanted to give me the American Spirit Award. I asked if this is a fundraiser and the caller finally said "I do not have that information." I have never participated in the Repulbican Party but for some reason they have my name. I am in Texas.

what a scam, not even a good one with all the noise in the background from telemarketers, mine did not speak good English, but oh, thats not required in US.

Well, Merry Christmas. I just started a business titled Children's Future aka Ashutosh-Camp.org - for indigent children and near indigent children in this country located in Colorado, live in Texas and barely have the bank account set up--- was stunned to receive a call for the "COM" and knew instantly,this was about money. I mean, why would they call me-the corporate docs were setup 11/1/07. There are no years. Thanks a ton for affirming what I instinctually felt.

Well, it happened to me. Got the telephone call from Theresa Davis. I feel like I've just been mugged. But, that's not all.
I'm troubled by the times. The time when words have lost their meaning, and people, politicians in this case, just say things with impunity. A lack of integrity. Even Theresa Davis. Does she really believe that non-sense?
What is "special", "prestigious", "congressional", or "meritorious" about this "order"?
This fund raising effort doesn't strike me as unethical, but worse: manipulative and cynical. It is designed to appeal to some lower life form that craves status at any price. That is why I feel mugged.
Appreciate the thread and agree with everyone's sentiments. I'm sharing my elevation to this prestigious order with all my friends.

Chalk up another call to a newly-formed corporation.
Thanks to everyone for this blog and the comments. I listened to the message left today and returned the call, experienced the same recording and many of the same comments,and was also told I'd be the sole representative from Vermont.
I'm now thinking of this "Order of Merit" in the same way I think of spam e-mail asking for financial information to help release international funds.
I wonder, out of curiosity, how many business owners have actually bought into this already?

What's gotten me wondering about Mr. Cole is whether he's actually using this tactic as a means of changing public perception. To call me, a middle-easterner democrat, and tell me that I need to help him fight Nancy Pelosi may be an experimental marketing effort to shape public perception, rather than a way to make a quick buck. Although making money along the way is probably icing on the cake.

My business is not even open yet and I received "the call"!
As a retired USCG officer I am leary of anyone attempting to "award" me any honors that I am not aware of.
I deleted the message without returning the call. Besides, I have a shadow box full of medals and awards that reflect 24 years of Search and Rescue and Maritime Law Enforcement. What do I want a piece of paper from a Congressman for?

I received this call this morning. It came up as "OUT OF AREA" on my caller-id so as typical for a Monday morning, I let the answering machine pick up and got ready to unplug the fax machine for yet another junk fax that I have to pay for....but to my surprise !! I was awarded the "Congressional Order of Merit" by a telemarketer (my suspicion). So I googled it...and I'm here.
Am I the only one that feels like this is a "SCAM" based on lies and deceptions initiated a body of my own government?
No wonder the FCC can't stop all the junk faxes I receive or make it illegal to use my money and resources for someone elses promotional advertisment.
The FCC must know about this COM scam, and yet obviously prefer to turn away and ignore it.
Why can't they just tell it like it is? They created this COM which is only recognized by the NRCC for a donation of $200 or more as a fund raiser to help the NRCC in the upcoming elections.
Thanks for all that posted here to reveal the truth.

How funny...I got that exact same phone call from Congressman Cole's office a few weeks ago. I was confused at first after listening to the message, mainly because I am a young journalist who hasn't been in the game for long, and don't cover politics at all (I work at CreditCards.com!). I asked my boss what he thought and he just said, "Oh, it's just some tactic to get your money." And I didn't want my money going to Republicans, so I didn't call back. It's funny to hear that they used the exact same schtick on someone else, too.

haha. So my boss is GERMAN. Born and raised. He has been in CALIFORNIA for a few years and Tom Cole (who the hell is that anyways?) is out of OKLAHOMA. I think he is calling every boss in America. Must not be enough politics going on there?

I just got a call from Tom Cole as well and being an Oklahoman, I thought it might be something real. I called back and listened to the recorded message, while reading these posts, and promptly told the assistant that I was a staunch dem who was not interested in this false marketing appeal. Sickening really.

Sadly, I missed the call from Leigh Carroll on behalf of Tom Cole. But I was very lucky because Tom Cole himself (the NRCC Chairman) sent ME a personal fax (signed and everything)just to follow up with me because they are in the process of finalizing MY selection...I feel so special.

Regarding this phone call from Tom Cole's office at the NRCC, Yep, they're still at it. My voice mail greeting was from a guy who praised me for being a "business leader" and wanted me to represent California on the "Business Advisory Council". Then he sent me a fax.
I'm self employed, have no employees, no web site, no spectacular income and have never registered republican. Given my formidable credentials, I'm thinking the National Republican Congressional Committee should send out the private jet so I can effectively help expand Mr. Cole's sphere of influence. Look for me in Forbes too.

I received letter and form, with my name on it. 'Please verify' etc.,etc, and please enclose contribution, with postpaid envelope.
I will use the envelope and send them a 'few comments'. The form was snet with a 'USA nonprofit org.' stamp. BUT, the form states, ---"not deductable a charitable contributions for federal income tax purposes."
Very interesting and stupid.

I find this hilarious and pretty tacky. I'm an office manager for a non-profit organization. Wonder how they got my name? This is the second call I've gotten from them in the last 6 months. And, I'm not a republican.

I too got an urgent call to receive a COM. I am not very trusting of people who sound so urgent so I got on line to see what I could find. I am glad I went with my "gut" on this one. It is funny this call came in shortly after I applied and received a bussiness licence. I am not yet up and running...I have no email no phone no office no fax no employees...unsure of what Cole is expecting from me but he ain't getting it! Happy to me just the way I am. A Southern Indiana girl.

Add one more to the list of callers from Jedie Atkins about the Tom Cole Congressional Award of Merit. Return number was "unknown caller" at 877-829-xxxx. Thank goodness for Googling and all of your comments. Wouldn't it be interesting for Mr. Cole to be interviewed about this great-sounding honor that he is bestowing on so many unsuspecting people?

Yup, same her, a call from a Michael Howard, via Tom Cole's office, 877-829-4715. Can't stomach the thought of joining such a ship of fools. Congressional Medal of Honor...a shame that it's just like the mug books of old, where one would buy their entry into the local "who's who."

22 year old, first time business-owner and just listened to the message myself. My company has been registered for no more than 2 months, I've done no active work and I'm already receiving these calls? I was definitely suspicious. I am so grateful for Google and these postings. Thank you everyone. I will not be participating in any such scam.

I received a message on Monday 24th of March, 2008 from Linda Hildebrand. She stated that I won the highest honor the Congressional Order of Merit! One of my employees took the call! I called them just to see what they had to say! I was told for a $500 & that if that was to much they would accept as little as $200 to put an ad in the Wall Street Journal! Just a few months ago I opened my own business a small salon & day spa in Arkansas. What makes these people think that we would give them money that we work so hard for? Let them know we're not falling for this "SCAM"!

Oh dear. At this rate Tom Coles army of call workers will call everyone in america. This blog was posted almost a year ago and our companie's owner got a call this morning. As a side note, the poor dear at the call center seemed to be having a hard time finishing her pitch.

These people have been hounding me for five years and counting. I have a gavel, business award, and a Ronald Reagan Freedom medal in my collection. I lost interest when Tom Reynolds got caught.
These bozos don't stay on top of things. When Bush & Cheney came to my neighborhood I didn't find out until I hit the police barricades. BTW, it was for a $1000 / plate fundraiser for a candidate I am not voting for.
